The inception of the first Maltese political groups can be traced back to
the second half of the 19th Century, in a background of British colonial
rule where the "divide and rule" policy kept the Maltese under control. The
political parties really took off as executive groups after the 1921
Self-Government Constitution was granted and the Maltese had the first taste
of ruling their very own local affairs. Over time, the Maltese political
system had developed primarily into a bi-polar system with little support
for smaller parties, supporting a 5-year longevity for post-Independence
governments.
